Oazu NANTOI, Institute of Public Policies Prudent Indignations
Transnistrian conflict is like the illness of a patient who, so to speak, is treated by a penta-lateral council of doctors, the members of which have studied at prestigious foreign institutions (OSCE). The patient is stuffed with expensive and nicely packed imported medicines ("federalization" is the favorite). There is only one problem: doctors are trying to treat the patient avoiding to determine the real diagnosis. And it is not surprising that the patient, that is the Republic of Moldova, although stuffed with expensive and nicely packed medicines, is more like a dead body that already has a place reserved at the cemetery of modern history. Recently Moldovan media has also paid some attention to the situation in the conflict region. But they do not bring up the issue of diagnosis either and focus on separate symptoms. They have discussed the situation of the state bodies of the Republic of Moldova situated in Bender Town and the behavior of the Embassy of Russian Federation, which is preparing for the presidential elections that will take place in Russia on March 14 just like at home, treating the territory where the Russian citizen Igor Smirnov has declared himself "President" as Russian enclave. In "Pridnestrovie" Newspaper of March 2, 2004 (No. 42(2309) the column "MNR ("Moldovan Nistrian Republic") Central Election Committee informs" states the following: "According to the order of the Russian Federation polling-stations are organized on Transnistrian territory", further listing 16 polling-stations, from Ribnita to Dnestrovsk. Another sore spot in the conflict issue is Bender Town. Situated on the right bank of Nistru River, it is a point where, as well as in Moldovan villages around Dubasari, the puppets from Tiraspol create tensions by order with well defined and predictable purposes. It should be mentioned at this point that the "unique" formula of the peace maintaining forces, presented by the Russian Federation as a model of an indisputable success, in such situations does not hinder at all the heads of the Tiraspol regime to make their fling. What is sure is that after the failure of the Memorandum (Voronin - Kozak) in November 2003 and the scandal within OSCE Ministerial Committee in Maastricht on December 1-2, 2003, the Russian Federation and its puppets from Tiraspol adopted a rigid towards the Republic of Moldova and the increased interest of the European Union and the USA towards the Transnistrian conflict. The behavior of the politicians from the right bank of Nistru River is more and more subjected to the issue of parliamentary elections planned for the beginning of 2005. Neither CPRM (Communist Party of the Republic of Moldova) led by Vladimir Voronin can help thinking about the elections, wanting to repeat the success of February 25, 2001. For, in order to do this, CPRM has at least to maintain its 2001 electorate, which also includes those who let themselves seduced by the bait of Russia-Bielorus Union and the promise to make Russian language the official language of the state and for whom the obvious support of Vladimir Voronin by Kremlin mattered a lot in making their electoral choice. Under the circumstances of the West having its own hierarchy of interests regarding the Russian Federation and Chisinau government not daring to renounce openly the existent penta-lateral format of the negotiation process, the Russian Federation and its puppets from Tiraspol do everything to strengthen their positions until the next parliamentary elections in the Republic of Moldova - Tiraspol regime pursues the goal of eliminating any sign of the Republic of Moldova in Bender and the Russian Federation wants to bring "MNR" to the standards of Kaliningrad Region, taking advantage of the kind-heartedness of CPRM. The stake is that CPRM led by Vladimir Voronin will not dare to oppose to this politics in the pre-electoral year, as they are afraid of losing a considerable part of the communist electorate of 2001 that could change the orientation towards someone else, for instance, Valeriu Klimenko. Tiraspol regime demonstratively mocks at the Republic of Moldova and all those who live in "MNR" but happen to be Moldovan citizens. And now, someone Radcenko, whom Chisinau called a "good separatist" and rival of Igor Smirnov in presidential "elections" in autumn 2001, launched an initiative of the annihilation of all schools subjected to Chisinau on the territory of "MNR". And what do those, whom we have elected, and who are supported by taxes paid by us and who urge us to be patriots of Moldova, do? - masking their own impotence they appeal to Strasbourg! As if the Tiraspol regime could be "tamed" by European poultice. Besides, the provocations in Bender and the villages around Dubasari subordinated to Chisinau aim at not admitting the presence of the EU and the USA in the conflict region. In case of a "need", Tiraspol regime is ready to organize a small and loud bloodshed in the security zone any time, so that the Russian Federation could use it as an argument for the conservation of the "unique" format of peace maintaining forces, which, since July 21, 1992, was formed as a tool of the puppets regime of Tiraspol. Thus, the shy declarations of the Ministry of Foreign Affairs of Chisinau, under the circumstances when the government on the whole is afraid of the correct diagnosis of the conflict in the Eastern part of the Republic of Moldova, cannot change the essence of the processes that lead to the further degradation of the state structure of the Republic of Moldova. Neither the Elections 2005 promise any radical changes in this regard, under the circumstances when an important part of today's anti-Communists have sworn loyalty in Kremlin waiting rooms in their run after Moscow firman. The only hope of change both regarding the behavior of Chisinau government and the perspective of the existence of Moldovan state comes from the outside - NATO as well as the EU will not accept a hotbed of instability and criminality in their immediate neighborhood, as "MNR" is. Another thing is that in their wish to normalize the situation on their borders, these international bodies have no one to collaborate with in Moldova, which should be a matter of concern for us, the citizens of this state. It depends on us who will win in this contest for the assuming of responsibility for peace and stability in the Republic of Moldova - Igor Smirnov and the Russian Federation with its Chechnya experience, or we, the citizens of Moldova in partnership with the EU.
