MNA Parliamentary Faction Requires Explanations Regarding the Participation of the Moldovan Delegation in OSCE Parliamentary Assembly

The Chisinau Parliament will take an attitude towards the Resolution for Moldova adopted at the beginning of this week by OSCE Parliamentary Assembly. The speaker Marian Lupu declared this at the Legislative session held today, following the proposal to consider this issue, made by “Moldova Noastra” Alliance (MNA) faction. MNA proposal to discuss this issue at the current or next session has been rejected by CPRM, PCDP and DP deputies.

MNA deputy, Vitalia Pavlicenco, who characterized the OSCE PA Resolution for Moldova as “pitiable, in the detriment of our state”, suggested to establish whether the Moldovan delegation proposals regarding this draft document have been submitted in time. MNA faction also insisted on explaining why these proposals have not been examined by Moldovan legislators before submitting them to OSCE forum.

At the same time Vitalia Pavlicenco demanded explanations regarding the selection criteria for the members of Moldovan delegation to OSCE PA, underscoring that MNA faction, which is the second according to the number of members in the Parliament composition, has not been represented in this delegation. According to the cited source, the delegation included an independent deputy.

The Republic of Moldova was represented at OSCE PA by the communist deputy Sergiu Stati, the Christian-Democrat deputy Stefan Secareanu, the independent deputy Oleg Serebrian and by the Reintegration minister Vasile Sova.

Speaker pressing for a decision, deputies decided “to wait for the Moldovan delegation return”. Afterwards the situation created at OSCE PA shall be examined by specialized parliamentary committees, within the Permanent Office and the Legislative shall adopt a decision in this connection.

In the recent press statements, Iurie Rosca, Parliament vice-president, criticized the text of OSCE PA Resolution for Moldova, that “views Chisinau and Tiraspol as equals”. Due to the refusal of OSCE PA to take into account all Chisinau proposals regarding the draft resolution, the Moldovan delegation left the session hall during the examination of this matter. In this context, Iurie Rosca stated that the Parliament of the Republic of Moldova should demand the resignation of the chief of OSCE Mission to Moldova, William Hill and of the president of the OSCE Parliamentary Group for Moldova, Kimmo Kiljunen, the author of this document.

Recently the spokesman of OSCE Mission to Moldova, Claus Neukirch, stated that the draft Resolution was submitted to Chisinau in May this year. According to him, in June the draft has been examined in common with Kimmo Kiljunen and there were no objections. Neukirch emphasized that there was a special procedure for the development of draft documents for the annual session of OSCE PA and that all proposals should be made before the beginning of the forum’s activity.

OSCE Parliamentary Assembly took place between July 1-5, in Washington.
